The rotating shaft mechanism (100) comprises a shaft arm (10), an electric motor (20) and a transmission structure (30), wherein the shaft arm (10) is configured to drive a load carried on the gimbal (1001) to rotate; the electric motor (20) comprises a fixed portion (21) and a rotating portion (22) capable of rotating relative to the fixed portion (21), and is configured to drive the shaft arm (10) to move; the rotating portion (22) is coupled to the shaft arm (10) by means of the transmission structure (30), so that the shaft arm (10) can rotate along with the rotating portion (22) in a first working state to adjust an attitude angle of the load; the shaft arm (10) can move relative to the fixed portion (21) along with the rotation of the rotating portion (22) in a second working state to adjust the center of gravity of the gimbal (1001); and the first working state is different from the second working state.
