The outer housing (100) is hollow inside, and the inner housing (200) is positioned in the outer housing (100). The inner housing (200) is connected to the outer housing (100) by means of the rope body (300), such that the inner housing (200) is suspended when stationary. A first material layer (400) is provided on the inner wall of the outer housing (100), and the first material layer (400) is an electrode material layer. A second material layer is provided on the outer wall of the inner housing (200), and the second material layer is a dielectric material layer. The first material layer (400) and the second material layer are made of different materials. When the device is not vibrating, an electrostatic balance is present inside the outer housing (100).
