Provided are a cabinet assembly and a heat exchanger. The heat exchanger comprises a housing assembly and a radiator pipe row. The radiator pipe row is formed by a plurality of radiator pipes arranged side by side and spaced apart. The pipelines of each radiator pipe form first circulation air ducts. The housing assembly comprises a front side plate and a rear side plate respectively arranged on a front side surface and a rear side surface of the radiator pipe row. A gap is formed between every two adjacent radiator pipes in the radiator pipe row. The front side plate and the rear side plate enclose each gap to form second circulation air ducts. One of the first circulation air duct and the second circulation air duct is an outer circulation air duct, and the other is an inner circulation air duct. The rear side plate is positioned outside the cabinet body.
