The method comprises: determining n pieces of identifier information to be arranged (101), wherein each piece of identifier information is used to identify a corresponding object to be arranged, and n is an integer greater than or equal to 1; acquiring a set of service parameters corresponding to each piece of identifier information, and obtaining n sets of service parameters (102), wherein each set of service parameters represents the service capability of the corresponding object; and obtaining n target values on the basis of the n sets of service parameters (103), wherein each of the target values represents the comprehensive service capability of the corresponding object; acquiring scheduling configuration parameters (104); and performing, on the basis of the scheduling configuration parameters and the n target values, scheduling combination on the n pieces of identifier information, and obtaining scheduling information (105).
