This heat exchanger comprises: a plurality of fins arranged spaced apart from each other in a first direction; and a plurality of heat transfer tubes that penetrate the plurality of fins and that are arranged spaced apart from each other in a second direction intersecting the first direction. Each of the plurality of fins has: a plate-like aluminum strip base material that has a main surface and a lateral surface which forms the periphery of the main surface; a hydrophilic layer provided on the main surface of the aluminum strip base material; a first corrosion-resistant layer provided between the main surface of the aluminum strip base material and the hydrophilic layer; and a second corrosion-resistant layer provided on the lateral surface of the aluminum strip base material.
