The present disclosure provides a video transmission method, device, apparatus, and a computer readable storage medium, wherein the method comprises: when the current uplink code rate update is detected, and a subscribed video stream with the first resolution is not sent to a subscription apparatus at the previous moment, acquiring video subscription information of the subscription apparatus; acquiring the lowest code rate and a code rate threshold corresponding to the first resolution; if the current uplink code rate is less than the sum of the lowest code rate and the code rate threshold corresponding to the first resolution, and the video stream comprises a second resolution which is unsubscribed and lower than the first resolution, acquiring the lowest code rate and a code rate threshold corresponding to the second resolution; if the current uplink code rate is greater than or equal to the sum of the lowest code rate and the code rate threshold corresponding to the second resolution, sending the video str
