The method specifically comprises: a network device performing carrier sensing, determining that a carrier is idle, and acquiring an MCOT in a DMTC; in the MCOT, using an idle carrier to send a first signal of a target beam, wherein the first signal comprises a DRS sent to the target beam and a measurement reference signal sent to N beams.
