The method comprises: a terminal device receives indication information sent by a network device on one or more subbands in a first subband set, the indication information comprising subband resource indication information, the subband resource indication information being used for indicating a second subband set where the network device succeeds in performing listen before talk (LBT), and the second subband set comprising one or more subbands among subbands on which the network device succeeds in performing LBT other than the subbands in the first subband set; and the terminal device performs LBT on the one or more subbands in the second subband set, and sends data to the network device on the one or more subbands on which LBT succeeds.
