The present invention is characterized by being provided with: a circuit body configured by including a semiconductor element and a conductor section; a first insulating member and a second insulating member, which face each other by having the circuit body therebetween; a first base and a second base, which face each other by having the circuit body, the first insulating member, and the second insulating member therebetween; a case, in which a first opening covered with the first base, and a second opening covered with the second base are formed; and a distance regulating section, which is provided in a space between the first base and the second base, and which regulates the distance between the first base and the second base by being in contact with both the bases.
