The objective of the present invention is to provide an outdoor unit for an air conditioner, and an air conditioner, with which components to be cooled, such as power elements, can be cooled effectively even when coolant is not circulating, and damage to the components to be cooled resulting from the generation of heat can be suppressed. This outdoor unit for an air conditioner, and this air conditioner, are equipped with: a chassis; a heat exchanger that exchanges heat between air and a cooling medium flowing in the interior thereof; a blower fan that draws in air from outside the chassis and causes the air to pass through the heat exchanger; an electrical component box having substrates and components to be cooled; and a cooling member that is thermally affixed to the components to be cooled, and cools the components to be cooled by means of a cooling medium flowing in the interior of the cooling member. The cooling member is provided on an outer wall of the electrical component box, and the electrical component box serves as a blowing passage for the blower fan.
