The present invention relates to a low-temperature underwater plasma generating device. The plasma generating device of the present invention comprises: a tubular first electrode; a second electrode which is disposed inside the first electrode and forms bubbles in water flowing into the first electrode; and an insulator which is formed between the first electrode and second electrode, and the device applies a power source for generating a low-temperature underwater plasma by means of underwater electric field formation by the device. The present invention has the advantageous effect of providing an intensive tubular low-temperature plasma generating device, with sterilization of contaminated water by generating the low-temperature plasma.
