Provided are an action management device, an action management system and an action management method, with which a user can be prompted to perform a specific action if the user has not adequately performed the action. An action management device (1) is provided with a data acquisition unit (15), a first determination unit (111), a second determination unit (112) and an output unit (13). The first determination unit (111) extracts action information pertaining to predetermined one or more types of specific action in regards to actions that a user could take based on data acquired by the data acquisition unit (15). The second determination unit (112) uses the action information extracted by the first determination unit (111), and detects an insufficient action, of one type of specific action, that is lacking in a determination time period on the basis of a prescribed determination condition. If the second determination unit (112) has detected an insufficient action, the output unit (13) outputs recommendation information that prompts the user with respect to the insufficient action.
