The objective of the present invention is to achieve shortening of authentication time in a system which executes first authentication, then executes second authentication on the basis of the results of the first authentication, and performs information processing services on the basis of the results of the second authentication. The information processing system has: a first authentication device which, in accordance with a request from a user, performs first provisional authentication to create a first provisional certificate, which is transmitted to an external device from the user, whereupon first actual authentication is performed to create a first actual certificate; a second authentication device which, in accordance with a request from the user, performs second provisional authentication on the basis of the first provisional certificate to create a second provisional certificate, which is transmitted to the external device, whereupon second actual authentication is performed to create a second actual certificate; and a processing device which, in accordance with an information processing request, from the user, which has the first provisional certificate and the second provisional certificate, verifies validity of the first and second actual certificates, and on the basis of the verification results, assesses allowability of execution of information processing corresponding to the information processing request.
