A control device comprises an assessment unit and a command unit. When an operation instruction which requests an output process for video or audio from an output device, said output process being based on a signal from the first processing device, is detected before a first processing device has started, said assessment unit assesses whether a fast-starting second processing device has started. When the assessment unit has assessed that the second processing unit has not started, said command unit starts the second processing device, causes the video or audio to be output from the output device to an output control device, said video or audio being output on the basis of the signal from the second processing device, and issues a video or audio signal output process command to the first processing device.
