The ground equipment comprises a section control system (12), a wireless blocking center (11) and a ground wireless communication module (16), wherein the section control system (12) is used for acquiring and sending track occupancy information and route state information, the wireless blocking center (11) is used for generating train operation permission information and receiving train operation data, and the ground wireless communication module (16) is used for generating ground wireless data and sending the train operation data to the wireless blocking center (11).
