Zusammenfassung:	A method and apparatus for prevention of user-level applications from initiating data connection establishment using signaling from radio code, the method including receiving a request from an application on a mobile device at a tunnel management module on the mobile device, the request being to establish a data connection with a network; checking a state of a tunnel for the data connection at the tunnel management module; blocking the connection request if the tunnel for the data connection is in a stalled state; and allowing the connection request to proceed to a networking access interface module if the tunnel for the data connection is not in a stalled state.
