The foaming concentrate composition and propellant are contained in a package comprising a container and a powder valve comprising an orifice having an orifice diameter of at least about 660 mum. Preferably, a ratio of the maximum particle size of the particulate material to the orifice diameter of the orifice is less than about 0.75.
