The composition comprises at least one surfactant selected from non-ionic surfactant, anionic surfactant, and mixtures thereof, at least 70% wt. of at least one organic solvent having a solubility in water of at least 4% wt., optionally at least one alkanolamine; and optionally, conventional additives. The water soluble containers can be made by thermoforming or injection molding.
