The apparatus of the invention measures the vertical penetration of a wheel rolling in a reciprocating motion across the surface of a compacted asphalt mix specimen. The apparatus incorporates precise environmental control and includes features for testing two or more samples simultaneously under wet or dry conditions or a combination of wet and dry conditions.
