Herbicide is introduced into the handle and flows through the handle to the dispensing end. The dispensing end has a plurality openings through which the herbicide flows. An absorbent sleeve is over the dispensing end to control the herbicide flow. The absorbent sleeve has concentric ridges between which the herbicide is dispensed.
