The apparatus comprises the conventional resin bath and uses the metallic material as an electrode. A counter-electrode is formed of a film-forming metal upon which an oxide film is formed, the oxide film having a thickness no less than 0.2 mu . Additionally, a third electrode is utilized for preventing pin holes in the coating film.
