Natural tobacco is separated into fibres and aqueous tobacco extract and the fibres have their combustion characteristics modified to reduce tar production on burning. The fibres and extract are then recombined to form a reconstituted sheet of tobacco. Wood pulp, asbestos or glass fibres may be added up to 70% of the total fibres to the reconstituted sheet and flavourants may also be added. The combustion characteristics of the fibres are modified by depositing titanium dioxide thereon either before or after the formation of the sheet. The deposit may be made by saturating the fibres with a soluble salt of titanium and preciptating the titanium dioxide in situ by application of a precipitating agent. The titanium salt may be selected from the chlorides, sulphates, nitrates, acetates and double acyl salts. Quantitive examples are given.
