Zusammenfassung:	A fuel cell composite sheet having high handleability and a method for manufacturing a fuel cell composite sheet. The fuel cell composite sheet includes a frame body, a membrane electrode assembly which is disposed in the frame body and which includes a gas diffusion layer, and a holding member as a sheet. The holding member is harder than the frame body and holds the membrane electrode assembly. It is possible to prevent warpage by holding the membrane electrode assembly by using the holding member. This makes it possible to improve handleability at the time of molding, assembling, and the like.
