The method includes: An access network device receives first address information of an application server, where the access network device is configured to generate sensing data. The access network device obtains second address information of the access network device. The application server receives the second address information. The access network device sends the sensing data to the application server based on the first address information and the second address information, so that transmission efficiency of the sensing data can be improved.
