A partial pressure of oxide of the oxidizing is 100 [Pa] or more and less than 5000 [Pa]. A temperature of the oxidizing is 100 [degrees Celsius] or more and 300 [degrees Celsius] or less. A duration time of the oxidizing is 1 [sec] or more and 90 [min] or less.
