An operation information receiver receives information indicating whether or not the device under measurement is in operation. A humidity information receiver receives humidity around the device under measurement. A controller controls the insulation resistance measuring unit to measure and output the insulation resistance of the device under measurement, when the device under measurement is not in operation, and the humidity around the device under measurement is equal to or higher than a first threshold.
