The composite material includes a first layer and a second layer each placed along a periphery of each of the plurality of voids. The first layer includes a plurality of inorganic particles. The second layer includes at least one resin selected from the group consisting of the first resin and a second resin different from the first resin. Moreover, the second layer covers the first layer from a farther side of the first layer and faces the void, the farther side being farther from the frame portion.
