Zusammenfassung:	According to one embodiment, a control device includes one or more hardware processors. The one or more hardware processors are configured to: estimate occurrence of a disaster by using risk information indicating a risk of the disaster; confirm necessity of control of an electronic device from a server when the occurrence of the disaster is estimated; determine the necessity of the control according to the estimated disaster when a response is not transmitted from the server with respect to the confirmation of the necessity of control; and transmit an instruction of the control to the electronic device when it is determined that control is necessary or when a response indicating that control is necessary is transmitted from the server.
