Zusammenfassung:	A communication device is a communication device to be installed on a moving body, including a recording unit that records data in which a state value indicating a state of the moving body is recorded, a recording data control unit that controls recording of the recording unit, and a transmission unit that transmits the data recorded by the recording unit to a server device. The recording data control unit records, in the recording unit, first data that is the data in which the state value is changed to a particular value after the moving body is started, and restricts re-recording of the first data in the recording unit until a prescribed condition is established after the first data is recorded.
