A setting unit registers setting information determining whether or not a camera image is to be included in a distribution image. A distribution processing unit distributes a distribution image. When the camera image is set to be included in the distribution image, an image processing unit generates the distribution image including a region in which the notification message is superimposed. When the camera image is set not to be included in the distribution image, the image processing unit generates the distribution image not including the region in which the notification message is superimposed.
