The decorative sheet includes: a base material; a matte layer formed on one surface of the base material; and a surface protective layer formed on the surface on the side of the matte layer of the base material, in which the matte layer and the surface protective layer are formed of an ultraviolet curable resin and the matte layer contains a spherical filler.
