The transmission-side apparatus includes an acquisition unit that acquires the data from the monitoring target, and a transmission unit that transmits the data if the data has changed. The reception-side apparatus includes a reception unit that receives the data from the transmission-side apparatus, and a determination unit that determines whether a data loss is present.
