Zusammenfassung:	The present invention provides a base plate, an LCD panel, and an LCD device. In a sealing region of the base plate, a plurality of protrusions or notches are defined on a top layer, thereby making a surface area of the top layer is greater than an area of an orthographic projection of the top layer on the substrate. At least one of a first substrate or second substrate of the LCD panel is the base plate. A contact area between a sealant and the top layer is greater than an area of an orthographic projection of the sealant on the substrate. Therefore, a contact area between the sealant and the base plate is increased, and adhesion between the sealant and the array substrate is increased.
