The elastomer according to the present invention is an elastomeric mixture comprising an amino group-containing silicone polymer and a carboxyl group-containing silicone polymer or a carboxyl group-containing acrylamide polymer. The molar ratio of amino groups to carboxyl groups in the mixture is within the range of 0.1 to 1.2.
