Zusammenfassung:	A vehicle management device includes: a communication device configured to communicate with a rental vehicle owned or managed by an owner member and a renter member vehicle owned or managed by a renter member; a processor; and a memory having instructions. The instructions, when executed by the processor, cause the vehicle management device to perform operations including: checking a state of the renter member vehicle in response to receipt of an unlocking request notification from the rental vehicle; determining that an unlocking condition is satisfied in a case where the renter member vehicle is under management of a vehicle management system; and transmitting unlocking permission information for unlocking an electronic lock of the rental vehicle through the communication device in a case where the unlocking condition is determined to be satisfied.
