The CU-CP includes at least one first entity and a second entity, where the second entity is configured to perform a function of a radio resource management (RRM) algorithm in a base station, and the at least one first entity is configured to perform functions of a packet data convergence protocol (PDCP) layer and a radio resource control (RRC) layer in the base station.
