The cleansing composition includes an anionic surfactant complex that provides a mild, non-irritating cleanser that when applied to a tissue substrate provides improved sheet properties. The system further includes a dispenser for applying the cleanser to a toilet tissue creating a simple, effective and disposable cleaning system.
