Zusammenfassung:	An electrostatic sensor includes: two sensor wires disposed adjacent to each other and covered with a surface layer; and a high dielectric constant material for making a dielectric constant of a first surface layer portion included in the surface layer higher than a dielectric constant of a second surface layer portion other than the first surface layer portion. The first surface layer portion covers peripheral edge regions of the two sensor wires, and the second surface layer portion covers regions other than the peripheral edge regions of the two sensor wires.
