A measurement interval determining unit determines a measurement interval of the measurement data in accordance with the type of second DR request. A communication protocol determining unit determines a communication protocol used for transmitting the second DR request in accordance with the type of second DR request. A first transmission unit transmits the second DR request to a lower system by using the communication protocol. A measurement unit measures the measurement data. A second transmission unit transmits the measurement data to the upper system.
