Decode a current input bit stream and obtain bit stream information during decoding, wherein the bit stream information includes frame type of a current frame to be decoded and macro-block coding information; predict frame type of a frame to be transcoded corresponding to the input bit stream according to the bit stream information and predict coding information of the frame to be transcoded according to the mapping relationship between the resolution of the input bit stream and a target resolution of transcoding. The quality of transcoding is assured while the transcoding time is saved.
