An electrolysis solution for an electrolytic capacitor including at least a silicone-based surfactant, colloidal silica, an electrolyte salt, and an organic solvent, and an electrolytic capacitor using the electrolysis solution. Containing the silicone-based surfactant makes it possible to prevent charge balance of the colloidal silica from being lost.
