Zusammenfassung:	A subsea actuator comprising a plurality of chambers and at least three pressure levels, including an ambient pressure (medium), a substantially higher than ambient pressure (high), and an at or near surface atmospheric pressure or at a partial or full vacuum (low) to achieve a precise control of the actuator's closing force, speed, and stroke/position. The actuator enables full operations in emergency situations via manual or ROV operations; and can be operated (one way) to extend without supplied fluids in the event of high pressure failure emergency.
