At least one resource is configured to run a manager virtual machine for a user that automatically initiates a change in a number of virtual machines running for the user on at least one of the plurality of resources. The illustrative network may include a technique for forwarding communications when a virtual machine retires, a hierarchical addressing technique, or both.
