Zusammenfassung:	A control device includes a control server and an EIR. The EIR is a database that stores an IMEI for identifying a mobile communication terminal and an MSISDN for identifying an SIM installed in the mobile communication terminal in association with each other. The control server includes a control request accepting unit accepting a request for function control on the mobile communication terminal serving as a control target, the request including the IMEI of the mobile communication terminal and the MSISDN of the SIM, a determination unit determining whether the combination of the MEI and the MSISDN included in the request for the function control is stored in the EIR, and a control signal transmission unit transmitting a control signal for performing the function control to the mobile communication terminal related to the request for the function control, depending on the determination.
