A member such as a spring may be inserted into the sleeve make the sleeve stand upright. The member may act in concert with the retainer to secure the sleeve relative to the base. The system may be used to refurbish damaged traffic cones or may otherwise be retrofitted to existing traffic cone components. The system may alternatively be used to build new cones.
