The decision unit decides the ratio of the ink application amount of the fluorescent ink in each of the plurality of scans so that the amount of the coloring material of the fluorescent ink in a surface of an ink layer of the printing medium is less than the amount of the coloring material of the fluorescent ink in an inside of the ink layer of the printing medium.
