Zusammenfassung:	A low-reflectivity black film according includes porous black pigment having a porosity of 50% or larger and a binder component at a volume ratio of 50:50-100:0, in which, with regard to surface roughness parameters Rt and Ra, Rt is 0.15-5 μm and Ra is 0.01-0.5 μm, an L* value is equal to or smaller than 20, and in a range of 400-700 nm, the maximum value of regular reflectivity is equal to or smaller than 0.8%, the maximum value of scattering reflectivity is equal to or smaller than 2%, and the maximum value of light transmittance is equal to or smaller than 5%.
