The touch panel includes: a first electrode layer, a photosensitive layer, and a second electrode layer that are laminated, wherein the photosensitive layer is insulated from the first electrode layer and the second electrode layer, and the first electrode layer, the photosensitive layer, and the second electrode layer are capable of forming a plurality of touch units arranged in an array. The photosensitive layer is configured to generate a dielectric constant change at a position under irradiation by light from a line light source.
