The reinforcing structure can define a plurality of apertures through the reinforcing structure. A polymer layer can have a bottom surface that is arranged over the top surface of the reinforcing structure. The polymer layer can define a plurality of apertures therethrough. Each aperture of the plurality of apertures of the polymer layer can be aligned with a single respective aperture of the plurality of apertures of the reinforcing structure.
