The device may determine first condition information associated with the user device, and may determine second condition information associated with the base station. The device may determine one or more actions to be performed based on at least one of the first condition information or the second condition information. The device may perform, in association with a first flow or a second flow, the one or more actions. The first flow may be associated with the device and the user device, and the second flow may be associated with the device and the server device.
